Richard Clarke, Ph.D.
Chief Executive Officer

Richard is responsible for the smooth operation of Magellan of Arizona. He oversees and ensures oper ational compliance with business, financial, quality and employee objectives. He also oversees the senior management team and works to develop and maintain cost effective and responsive operations throughout the company.

Shareh Ghani, M.D.
Chief Medical Officer

Dr. Ghani is responsible for the high performance standards of all clinical positions within the RBHA. He is responsible for ensuring the delivery of quality, cost effective care. Dr. Ghani is also accountable for the effective management of clinical policies, procedures and best practices.

David Covington
Vice President, Adult and Child/Youth Services

David is responsible for establishing and implementing the strategic plan for the adult system of care by developing effective policies, programs and incentives to support the plan. He works to ensure overall clinical effectiveness and quality of care for the adult system with particular emphasis on PNO and clinic operations, compliance with all contractual and court deliverables and clinical outcomes. Using a collaborative decision-making model, he develops and maintains positive, professional partnerships with diverse stakeholders, recipients and the community.

David also is responsible for leading and strengthening the strategic vision, directing and implementing Arizona's 12 principles in conjunction with child and family team practice for the purpose of building and maintaining a quality children's system of care for central Arizona. He also focuses on establishing and sustaining collaborative partnerships with the State, networks, providers, family members, stakeholders and the community.

Merrick Morgan
Chief Financial Officer

Merrick is responsible for all internal and external financial reporting for Magellan, including all required monthly, quarterly and annual reports. He is also responsible for coordinating the annual external audit for Magellan.

Andrea Smiley
Vice President, Marketing 

Andrea oversees the community relations department, which is responsible for Magellan of Arizona's public, media and community relations activities, including issues management, brand development, internal/employee communications, Web communications, and oversight of Magellan of Arizona's government relations efforts.

Dale Villani
Chief Operations Officer

Dale is responsible for directly overseeing all fiscal and administrative operations for Magellan of Arizona, including the areas of finance, human resources, customer service, claims payment and billing, information technology and reporting. He is also responsible for the overall management of the service center, including development of policy and procedure, management of community support delivery system within budgetary goals, and coordination of relationships with the Arizona Department of Health Services Division of Behavioral Health Services (ADHS/DBHS).

Shawn Thiele
Deputy CEO

Shawn handles account management, customer service, and assists with daily business management. She also supervises the development of effective organizational strategies and plans in support of Magellan's ongoing efforts to transform the system of care in central Arizona.
